• Requires state agencies seeking emergency purchases of commodities or repair contracts to file a statement with the Department of Finance and Administration explaining the emergency conditions, which must be approved in writing by the State Fiscal Officer before the purchase can proceed.

• Establishes a separate emergency purchase procedure for situations threatening health, safety, or property preservation that allows immediate purchases without competitive bidding, provided documentation is filed with the Department of Finance and Administration following the purchase.

• Requires agencies making single-source purchases (items available from only one vendor) to file certification of the conditions and circumstances with the Department of Finance and Administration, and to document the purchase details after completion.

• Maintains existing bidding thresholds: purchases under $5,000 require no competitive bids; $5,000-$50,000 require at least two competitive written bids; purchases over $50,000 require public advertisement for bids.

• Takes effect July 1, 2015, and applies to all agencies and governing authorities' purchases of commodities, equipment, construction contracts, and repair contracts.
