Exempts relocation of existing skilled nursing facilities to a new facility within the same county from certificate of need requirements if the building is at least 25 years old, no bed increase occurs, and an administrative fee not exceeding $35,000 is paid.

Authorizes the State Department of Health to transfer 98 nursing facility beds from Hotel Reed Nursing Center in Hancock County: 40 beds to Stone County Nursing and Rehabilitation Center, 54 beds to a Lamar County facility, and 4 beds to Woodland Village Nursing Center in Hancock County.

Authorizes the State Department of Health to issue a certificate of need for up to 36 additional skilled nursing facility beds in Lamar County (with 30 Alzheimer's beds allowed) to establish a 130-bed facility, making certificate of need R-0603 permanent and non-revocable.

Clarifies that the clinical research unit at the University of Mississippi Medical Center is exempt from certificate of need review for planning, design, construction, renovation, and bed conversions.

Takes effect July 1, 2015.
