Authorizes the Secretary of State, with Governor approval, to negotiate with the United States and its agencies (including the National Park Service) for an in-kind exchange of land on Cat Island in Harrison County, Mississippi.

Empowers the Secretary of State to execute agreements, deeds, and other documents necessary to complete the property exchange on Cat Island.

Requires any deeds executed under this authority to contain conservation covenants consistent with covenants in the deeds through which Mississippi and the United States originally acquired their respective titles.

Allows consolidation of state and federal holdings on Cat Island into contiguous tracts located in the Gulf of Mexico and Mississippi Sound.
