Authorizes the formation of provider-sponsored health plans as not-for-profit Mississippi corporations owned and governed by hospital or physician industry associations and licensed Mississippi Medicaid providers.

Requires the Department of Insurance to certify provider-sponsored health plans and license them either as health maintenance organizations or insurance companies before they may operate in the state.

Grants provider-sponsored health plans and their personnel antitrust immunity when performing authorized functions, contracting with the Division of Medicaid, and collaborating with hospitals and physicians for integrated healthcare delivery.

Requires provider-sponsored health plans to demonstrate ownership or substantial governance representation by licensed Mississippi hospitals and physicians participating in Medicaid, satisfy financial reserve requirements, and meet Division of Medicaid contractual requirements.

Effective July 1, 2015.
