Authorizes the Commission on College Accreditation to enter into and administer interstate reciprocity agreements allowing institutions of higher learning and registered proprietary schools to offer postsecondary distance education

Grants the commission authority to approve or disapprove institutional participation in reciprocity agreements, establish participating institution fees to cover administrative costs, and serve as the state point of contact for complaints and inquiries

Authorizes the commission to enter into agreements with other state agencies regarding state responsibilities and form committees to establish policies and procedures related to reciprocity agreements

Prohibits the commission from requiring institutions to participate in interstate reciprocity agreements or preventing non-participating institutions from offering postsecondary distance education

Takes effect July 1, 2015
