Authorizes the Executive Director of the Mississippi Department of Transportation to donate 21.40 acres of excess property in Natchez, Adams County, to the City of Natchez

Authorizes the Secretary of State to donate two additional parcels totaling approximately 67 acres (37.09 acres and 29.90 acres) to the City of Natchez, commonly including the "bean field property"

Restricts use of Parcels One and Two to public recreational, educational, or similar purposes compatible with the Natchez Trace Parkway

Requires Parcel Three (29.90 acres) to be sold by the City of Natchez, with proceeds funding the Historic Natchez Riverfront or capital projects with the National Park Service or Mississippi Department of Archives and History

State of Mississippi retains all mineral rights to the donated properties
