Amends the definition of "qualified resort area" under Mississippi's local option alcoholic beverage control law to include municipalities with over 10,000 population in Pearl River-bordered counties without Interstate 20 traversing them.

Authorizes governing authorities in such municipalities to specify by ordinance the hours of operation for facilities selling alcoholic beverages.

Authorizes governing authorities to specify the minimum percentage of revenue that alcohol-selling facilities must derive from food preparation, cooking, and serving rather than beverage sales.

Authorizes governing authorities to designate specific areas or zones where facilities selling alcoholic beverages may be located within the municipality.
