Amends Section 25-41-3 of the Mississippi Code to revise the definition of "meeting" under the Open Meetings Act to require a quorum be present at the same time and place where official business may be conducted.

Specifies that "meeting" includes assemblages through video or teleconference devices, but explicitly excludes serial assemblages of less than a quorum of members.

Adds a new definition of "quorum" as the number of members who must be present simultaneously (including via video or teleconference) in a public body before official business may be conducted.

Takes effect upon passage.
