Senate Bill 2506 Summary

• Require all state agencies to provide annual reports beginning in fiscal year 2017 listing all taxes, fees, and fines assessed or collected, including amounts assessed, amounts collected, legal authorization, assessment methods, collection methods, fund expenditures, and transfers to other entities or the general fund.

• Mandate the Legislative Budget Office publish all budget requests submitted by state agencies, special-fund agencies, and general-fund agencies on its website beginning with the fiscal year 2017 budget submission.

• Require each state agency to publish its own budget request on its agency website annually beginning with the fiscal year 2017 submission.

• Establish requirements for Department of Corrections, Department of Education, Department of Health, and Department of Transportation to inventory and categorize their programs as evidence-based, research-based, promising practices, or other programs with no evidence of effectiveness during the fiscal year 2016 budget cycle.

• Direct the Legislative Budget Committee to recommend by the 2019 Regular Session how these processes and requirements should be applied to all state government agencies.
