Prohibits candidates for any public office from appearing in publicly funded advertisements during the year of a statewide general election, including use of their name, voice, or likeness.

Requires candidates to file an affidavit when paying their qualifying fee stating they have not violated the advertisement prohibition.

Bars state agencies and local governmental entities from expending funds on advertisements using the name, voice, or likeness of any candidate during the general election year.

Imposes penalties for violations including misdemeanor charges (up to $3,000 fine or 6 months imprisonment), perjury charges for false affidavits, and disqualification from holding any public office until the next statewide general election.

Amends candidate qualification procedures to require election commissions to verify candidates have filed required affidavits before placing their names on ballots.
