Adds new reporting requirement for law enforcement agencies to report to the Mississippi Criminal Information Center all persons suspected and crimes committed that would be eligible for enhanced penalties under Section 99-19-301, with reports to be made immediately upon determination of grounds to believe a crime was committed.

Renumbers existing subsections (9) through (12) to become subsections (10) through (13) to accommodate the new reporting requirement.

Requires criminal justice departments or agencies making expenditures exceeding $5,000 annually on software or programming upgrades for computerized records management or jail management systems to use Department of Justice approved XML format and ensure no impediments to data sharing exist.

Maintains existing requirements for law enforcement agencies to report arrests, fingerprints, photographs, disposition forms, wanted persons, stolen vehicles and property, warrant information, and expungement records to the Criminal Information Center.

Takes effect July 1, 2015.
