Requires state executive committees to establish procedures for delegate selection at least 90 days prior to the first Tuesday in March in presidential election years.

Moves the assessment payment deadline for presidential candidates from 60 days before the primary to January 10 in years when a presidential preference primary is held.

Changes the filing deadline for presidential preference primary candidates from January 15 to January 10 of the election year.
