Revises the Personal Service Contract Review Board membership to include three gubernatorial appointees (including State Personnel Director), two Lieutenant Governor appointees, and the Department of Finance and Administration Executive Director as ex officio member.

Prohibits any person or employee/owner of a company receiving grants, procurements, or contracts subject to board approval from being appointed to the review board.

Requires the board to develop regulations defining allowable legal relationships between contract employees and state agencies in compliance with federal IRS rules for independent contractor status.

Mandates quarterly reporting of all sole source contracts to legislative committee chairs and requires detailed written justification for sole source procurements addressing necessity, vendor availability, price reasonableness, and negotiation efforts.

Makes personal and professional services contracts subject to Mississippi Public Records Act and requires inclusion on the Transparency website; classifies individuals performing both consulting and lobbying services for public entities as lobbyists subject to full lobbying law compliance.
