Permits the Driver Services Division to charge a fee of 12 to 19 cents per month per monitored driver record, with half of collected fees paid to the state General Fund and half retained by the Department of Public Safety.

Amends Section 45-1-21 to clarify that fee-setting authority applies unless fees are otherwise established by law.
