Allows counties that have replaced all structurally deficient bridges to use Local System Bridge Replacement and Rehabilitation Program (LSBP) funds to match federal funds on state aid roads.

Changes distribution of forfeited LSBP funds so they are reallocated to counties with bridge projects ready for construction but lacking funds, rather than distributed equally among eligible counties.

Removes the requirement that federal funds for the state aid system be allocated in accordance with the state aid system formula under Section 65-9-3.

Allows the Mississippi Transportation Commission to apportion federal aid secondary funds to counties subject to federal law and State Aid Engineer recommendations, rather than strictly following the established formula.

Takes effect July 1, 2015.
