Authorizes the Division of Medicaid to apply for federal waivers to reimburse adult day care facilities services with maximum payments of $75.00 per day for most acute patients.

Establishes the Mississippi Hospital Access Program (MHAP) to provide additional hospital inpatient reimbursement payments to replace the inpatient Medicare Upper Payment Limits (UPL) program, subject to Centers for Medicare and Medicaid Services (CMS) approval by December 1, 2015.

Prohibits any health plan implemented by the division from overriding medical decisions of hospital physicians regarding emergency room patients or paying providers at rates below normal Medicaid reimbursement rates, while allowing innovative value-based payment models with mutual agreement.

Authorizes the Division of Medicaid to implement provider-sponsored health plans as part of managed care programs, limited to 45% of total Medicaid beneficiary enrollment or existing categories as of January 1, 2014, plus beneficiaries under 19 years of age.

Extends the hospital assessment through July 1, 2018 to fund DSH payments, inpatient UPL payments, and MHAP program, with assessments collected monthly beginning when MHAP funding begins.
