Appropriates $75,000 to the Mississippi Community College Board for training Title IX Coordinators at public community colleges on domestic/dating violence, stalking prevention, and Violence Against Women Act (VAWA) compliance for fiscal year 2016

Appropriates $45,000 to the Board of Trustees of State Institutions of Higher Learning for systemwide training on Title IX and Clery Act/VAWA compliance at public universities for fiscal year 2016

Requires public community colleges seeking training funds to submit detailed spending plans to the Mississippi Community College Board for approval

Authorizes the Mississippi Community College Board to distribute funds to individual colleges or spend funds directly to ensure consistent, high-quality training across all campuses

Any unused funds lapse into the General Fund after July 1, 2016
