Creates the Mississippi History Trust Fund in the State Treasury for the Mississippi Department of Archives and History to solicit and accept donations, bequests, gifts, and grants from individuals, organizations, and corporations.

Authorizes funds in the trust to be expended solely for collecting, preserving, protecting, researching, and interpreting Mississippi's historic resources and promoting their appreciation.

Permits the Department of Archives and History, with State Treasurer advice, to establish a comprehensive investment plan and invest trust funds in legal securities, obligations, and property, including investments authorized for the Mississippi Prepaid Affordable College Tuition (MPACT) Program without the percentage restrictions applied to MPACT.

Requires investments be managed with prudent investor care considering risk, expected return, diversification, liquidity, and anticipated withdrawals; prohibits trustees and employees from having direct or indirect interest in investment income or profits.

Designates the third Tuesday of March as "Mississippi Musicians Day."
