• Allows any person at least 21 years old who is legally able to possess firearms to carry a concealed pistol, revolver, or stun gun without a permit, except in locations specified in Section 45-9-101(13).

• Establishes a licensing system through the Department of Public Safety for those who want an optional concealed carry license, valid for 5 years with a $100 fee ($50 for renewals, $25 for those 65 and older).

• Prohibits counties and municipalities from adopting ordinances that restrict possession, carrying, transportation, sale, or transfer of firearms or ammunition, with limited exceptions for discharge regulations and public safety emergencies.
