Consolidates Holmes County School District and Durant Municipal Separate School District into one Holmes County School District effective July 1, 2016, with central office located in Lexington.

Requires election of new five-member county board of education in November 2015, with board composition and reapportionment procedures specified in accordance with Section 37-5-7(3).

Prohibits appointment or election of superintendents, assistant superintendents, and board members from underperforming school districts or those under conservatorship to leadership positions in the consolidated district.

Grants three-year waiver from state accountability and assessment requirements to the new Holmes County School District for students from both former districts.

Brings forward Section 37-7-104.3 establishing the Starkville-Oktibbeha Consolidated School District in Oktibbeha County, effective July 1, 2015.
