Creates a 13-member Commission on the Future of Medicaid and Health Care in Mississippi, consisting of legislative leaders, appointed legislators and nonlegislative members, and state agency representatives.

Commission shall study and recommend actions on Medicaid quality indicators, managed care expansion, eligibility adjustments, innovative payment models, health insurance exchanges, employee health plans, provider coordination, and primary care capacity.

Commission must submit initial report with findings and recommendations to Legislature and Governor by September 1, 2016, then submit annual follow-up reports by September 1 each subsequent year.

Commission shall meet monthly initially, with first meeting by July 1, 2015, then quarterly after submitting initial report; members serve without compensation except legislative members receive committee meeting reimbursement.

Repeals Sections 41-95-1, 41-95-3, 41-95-5 and 41-95-7 of the Mississippi Code of 1972 (Mississippi Health Policy Act of 1994).
