Allows any person who executes a will to file an action in chancery court for a declaratory judgment establishing the will's validity before the testator's death.

Requires all beneficiaries named in the will and all the testator's existing intestate successors to be named as parties to the action.

Treats beneficiaries and intestate successors as possessing inchoate property rights for purposes of the action.

Specifies that service of process follows the same procedures as other motions for declaratory judgment.

Preserves the testator's right to revoke the will or execute a codicil after obtaining a declaratory judgment.
