Amends Mississippi Code Section 59-15-1 to exempt municipal small water craft harbors from tidelands leasing requirements of the Secretary of State.

Exemption applies only if no establishment requiring a "gaming license" as defined in Section 75-76-5 is located within the harbor.

Maintains existing authority for cities with 10,000+ population and municipalities bordering the Mississippi Sound or Gulf of Mexico to establish and operate small water craft harbors and recreational parks.

Takes effect upon passage.
