Changes the requirement for guide or warning posts on culverts from mandatory ("shall") to discretionary ("may"), allowing the Mississippi Transportation Commission to determine when such posts are necessary

Maintains the requirement that all culverts on public roads must be built at least the full width of the crown of the roadway

Retains mandatory requirements for bridges, including banisters on both sides and minimum width specifications (full roadway width for roads 16 feet or less, minimum 16 feet for wider roads)

Exempts temporary bridges and culverts on detours from these requirements

Allows bridges or culverts on highways within national reforestation project areas to match the highway width, with a minimum of 12 feet
