Requires dispensers and prescribers of controlled substances to check the Prescription Monitoring Program (PMP) database before dispensing or prescribing controlled substances in Schedule II, III, IV, or V and specified noncontrolled substances.

Makes failure to obtain drug-monitoring information before dispensing or prescribing subject to license actions, administrative penalties, or both under Sections 73-21-97 and 73-21-103.

Deletes the sunset provision that would have repealed this section on July 1, 2016, making the PMP requirements permanent.

Maintains existing confidentiality protections for PMP data under the Public Records Act and restricts access to authorized pharmacists, practitioners, law enforcement, regulatory boards, Medicaid, and other specified entities.

Effective July 1, 2015.
