Senate Bill 2740 Summary

• Requires all individual and group health insurance policies, service contracts, HMOs, self-insured plans, and managed care entities delivered or renewed on or after July 1, 2015, to cover all colorectal cancer examinations and laboratory tests specified in current American Cancer Society guidelines for asymptomatic individuals.

• Coverage applies to individuals at least 50 years of age or those under 50 years of age at high risk for colorectal cancer according to American Cancer Society guidelines, with screening frequency determined by ACS guidelines.

• Prohibits requiring patients to pay deductibles or coinsurance greater than those for similar benefits, and requires provider reimbursement to equal or exceed Medicare rates for colorectal cancer screenings.

• Authorizes the State Health Officer to require coverage of additional medically recognized colorectal cancer screening tests, determine screening frequency, or expand the definition of high-risk individuals based on new medical evidence.

• Amends the State and School Employees Health Insurance Plan to include coverage for all colorectal cancer examinations and laboratory tests at frequencies specified in current American Cancer Society guidelines, effective July 1, 2015.
