Requires the Governor, Lieutenant Governor, and other appointing authorities to give due regard to race and gender when making appointments to state agency boards and commissions, with a goal of 25% minority and female membership.

Requires board and commission members authorized to send designees to meetings to give due regard to race and gender in selecting designees, with a goal of 50% minority and female designees at meetings.

Applies to over 200 specified state agency boards, commissions, and councils including boards of education, health, licensing, transportation, and various regulatory bodies.

Takes effect upon passage for appointments made after January 1, 2015.
