Prohibits Mississippi state agencies, political subdivisions, and their employees from providing material support, participation, or assistance to federal agencies or programs that collect electronic data or metadata without a warrant specifically describing the person(s), place(s), and thing(s) to be searched or seized.

Bars the use of state funds or state-allocated funds by local entities on or after July 1, 2015, to aid federal agencies, agents, or federal contractors in collecting electronic data or metadata without a particularized warrant.

Prohibits state and local law enforcement from using information in criminal investigations or prosecutions that was obtained by federal agencies through warrantless electronic data or metadata collection.

Imposes penalties including denial of state funds for political subdivisions that violate the act, automatic resignation and permanent ineligibility for state office for employees who knowingly violate the prohibition, and permanent ineligibility for corporations or service providers that violate the act.

Effective July 1, 2015.
