Prohibits abortion based on the gender or race of the fetus, making it illegal to knowingly use instruments, procedures, medicines, drugs, or other substances with the specific intent to terminate a pregnancy based on fetal gender or race.

Establishes felony penalties for violations of the gender or race-based abortion prohibition, including imprisonment in state penitentiary for 1-10 years, fines up to $10,000, or both.

Increases misdemeanor penalties for violations of existing abortion informed consent requirements from $1,000 fine and six months jail to $5,000 fine and one year jail.

Specifies that the pregnant woman cannot be criminally prosecuted or convicted under this act.

Takes effect July 1, 2015.
