Amends Section 37-28-7 of the Mississippi Code to allow the Mississippi Charter School Authorizer Board to approve public charter schools for special needs students without requiring local school board approval.

Applies exemption to charter schools designed for students with dyslexia or students with disabilities.

Maintains existing requirement that charter schools for other purposes in "A," "B," or "C" rated school districts require majority vote approval from the local school board.

Takes effect July 1, 2015.
