Prohibits the State Board of Education, State Department of Education, and local school districts from expending funds on statewide longitudinal data systems designed to track students beyond K-12 without written parental authorization.

Restricts sharing of personally identifiable student and teacher information with entities outside Mississippi, except for approved cloud storage providers with written non-disclosure agreements, and prohibits sharing for commercial product development.

Limits sharing of student and teacher data with in-state education agencies unless they certify they will not use the data for commercial purposes, commercial product development, or economic/workforce development planning.

Requires written agreements with the U.S. Department of Education that any shared data will be used only for program evaluation, will not be used for other research without affirmative parental consent, and will be destroyed upon completion of the evaluation.

Requires schools to provide online opt-out programs for parents to withdraw their children from the Statewide Longitudinal Data System beginning with the 2015-2016 school year and prohibits adoption of assessments that collect psychological or noncognitive data.
