Authorizes local school boards to register homeschool students for participation in extracurricular activities (athletics, academic teams, arts, music, theater, ROTC) on the same basis as public school students in their grade level.

Requires homeschool students to reside within the school's attendance boundaries and submit participation requests by May 1 for the following school year.

Conditions participation on students paying the same fees as public school students, adhering to the same code of conduct and academic standards, meeting residency requirements, and explicitly excludes Common Core Standards requirements.

Requires school district insurance to cover participating homeschool students, with students paying any additional premiums.

Prohibits public schools from being impeded from competing against other schools due to homeschool student participation and prohibits membership in organizations that discriminate against eligible homeschool students.
