Creates the "Mississippi Student Data Accessibility, Transparency and Accountability Act of 2015" to establish standards for collection, use, and security of student data by the State Department of Education.

Requires the State Board of Education to create and publish a data inventory defining all student data fields, develop privacy policies compliant with FERPA, and implement a comprehensive data security plan including breach notification and retention procedures.

Prohibits transfer of student or de-identified data outside Mississippi except in specific cases such as student transfers, out-of-state higher education enrollment, national assessments, and migrant student reporting.

Mandates that all contracts with private vendors handling student data include express privacy and security provisions with penalties for noncompliance, and requires annual notification to the Governor and Legislature about new data collections and security audits.

Specifies that new student data collections become provisional requirements with one-year provisional period; Governor and Legislature must approve within one year or the requirement expires automatically.
