Establishes the Mississippi Special Needs Housing Steering Council composed of 14 members including representatives from the Governor's office, Department of Mental Health, Division of Medicaid, Department of Corrections, Mississippi Home Corporation, and representatives from housing and disability rights organizations, plus one individual residing in the Special Needs Housing Program.

Charges the Council with cooperating with and assisting the Mississippi Home Corporation in creating and administering a Special Needs Housing Program to provide bridge funding and stable supported community-integrated housing.

Defines eligible populations for the housing program as individuals with mental illness, intellectual and developmental disabilities, persons reentering society after incarceration, persons with HIV/AIDS, homeless persons and families, and other populations with special needs as determined by the Council.

Designates the Mississippi Home Corporation to provide administrative support to the Council.

Authorizes funding for the Council and Special Needs Housing Program through the Mississippi Affordable Housing Development Fund and/or a dedicated sustainable funding source, effective July 1, 2015.
