Amends Mississippi Code Section 23-15-611 to change the procedure for resolving ties in municipal elections.

Replaces the existing "decision by lot" method (random drawing by election commissioners) with a runoff election to be held three (3) weeks after the initial election.

In a runoff election, the candidate with the most votes wins the office.

Requires municipal election commissioners to transmit election results to the Secretary of State within five (5) days, including vote totals for each candidate and precinct.

Takes effect July 1, 2015.
