Requires every law enforcement agency to adopt a written policy establishing independent investigations for officer-involved deaths (OID) and officer-involved shootings (OIS)

Mandates investigations be conducted by at least two investigators appointed by the Attorney General's office, with neither investigator employed by the officer's agency

Requires traffic-related OID or OIS investigations to use crash reconstruction units from independent private or public agencies with no conflicts of interest

Establishes six-month deadline for investigation completion with possible six-month extension if good cause is granted by a court

Requires investigators to submit complete written reports to the Mississippi Attorney General and relevant District Attorney, with public release of the report if no prosecution basis is found
