Requires the Mississippi Legislature to provide written instructions to delegates and alternate delegates to an Article V convention through concurrent resolution, covering rules of procedure and other matters deemed necessary.

Declares votes cast by delegates or alternate delegates outside the scope of legislative instructions or limits are void, and delegates who vote or attempt to vote outside instructions forfeit their appointment.

Establishes that if all delegates and alternate delegates vote or attempt to vote outside their instructions, Mississippi's application to call an Article V convention ceases to have effect.

Makes it a crime for delegates or alternate delegates who knowingly or intentionally vote outside their instructions, punishable by up to one year imprisonment and/or a $10,000 fine.

Creates an Article V Convention Delegate Advisory Group consisting of the chief justice of the supreme court, chief judge of the court of appeals, and a licensed attorney appointed by the Mississippi Bar Association to evaluate whether delegates have acted outside the scope of their instructions.
