Requires all health insurance policies and employee benefit plans in Mississippi to reimburse the University of Mississippi Medical Center (UMMC) and its affiliated hospitals, providers, and clinics at a rate at least equal to the highest amount paid to any other in-state provider

Prohibits insurers from penalizing or precluding members from using UMMC services, regardless of whether UMMC has a contract with the insurer

Mandates that specialized services performed only at UMMC (not available elsewhere in Mississippi) be reimbursed at rates matching the highest payments to out-of-state facilities in Alabama, Arkansas, Louisiana, or Tennessee

Effective date of July 1, 2015
