Prohibits Mississippi state government and all political subdivisions from adopting or implementing the United Nations Rio Declaration on Environment and Development and "Agenda 21" or any other international law that contravenes the U.S. Constitution or Mississippi Constitution

Prohibits state and local government entities from expending money, becoming members, receiving funding, contracting services, or providing financial aid to the International Council for Local Environmental Initiatives or related organizations including Countdown 2010, Local Action for Biodiversity, European Center for Nature Conservation, International Union for Conservation of Nature, and the President's Council on Sustainable Development

Applies restrictions to all public entities including states, counties, cities, and public-private partnerships

Takes effect upon passage
