Amends Section 25-11-103 of Mississippi Code to clarify that the Public Employees' Retirement System (PERS) cannot interpret or restrict municipalities' and political subdivisions' authority to interpret their own personnel policies.

Prohibits PERS from limiting the power of local governing authorities to adopt vacation and sick leave policies as they deem necessary, except regarding creditable service reported to the system for retirement benefit calculations.

Establishes that only courts of competent jurisdiction may interpret municipal and political subdivision personnel policies if disputes arise, preventing PERS from serving as the sole arbiter.

Takes effect upon passage.
