Authorizes counties and municipalities to borrow money through negotiable notes or certificates of indebtedness to pay refunds of ad valorem tax payments collected in error exceeding $100,000.00.

Authorizes counties to issue general obligation bonds for the same purpose of paying erroneous ad valorem tax refunds exceeding $100,000.00.

Adds the authorization to pay erroneous tax refunds as a permitted purpose under Section 17-21-51 for short-term borrowing by counties and municipalities.

Adds the authorization to pay erroneous tax refunds as a permitted purpose under Section 19-9-1 for general obligation bonds issued by counties.

Takes effect upon passage.
