Authorizes Attala County to issue general obligation bonds not to exceed $5,000,000 to pay costs and obligations of Montfort Jones Memorial Hospital or the county related to the hospital.

Requires the county board of supervisors to adopt a resolution and publish notice for at least three consecutive weeks before issuing bonds; allows a petition by 20% or 1,500 qualified voters (whichever is less) to trigger a voter election requiring majority approval.

Permits the county board of supervisors to sell or lease the hospital facility without complying with standard requirements, but must first document in meeting minutes why the sale or lease is in the best interests of the area served and make public any findings from a contracted accounting firm review.

Authorizes the hospital board of trustees to petition for relief from debts and financial obligations under Chapter 9 of Title 11, United States Code (municipal bankruptcy).

Bonds are general obligation bonds secured by unlimited annual tax levy on all county taxable property, with interest rates not to exceed statutory limits and maturity not exceeding 30 years.
