Appropriates $33,531,221.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of various institutes, laboratories, and programs for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Appropriates $68,772,734.00 from federal, student fees, and other special source funds to the Board of Trustees for the same designated institutes, laboratories, and programs.

Appropriates $150,000.00 to the Mississippi Alcohol Safety Education Program and $1,823,758.00 to the State Court Education Program from the State Treasury.

Allocates $175,000.00 from Gulf Coast Research Laboratory funds for Sea Grant matching and requires proportional reductions if the Governor orders budget cuts.

Appropriates $2,000,000.00 from the Capital Expense Fund for primary campus electrical service replacement and $1,000,000.00 for the Gulf Coast Research Laboratory.
