Appropriates $23,806,439.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes $10,092,429.00 in special source funds for the station, including $1,165,578.00 from the Education Enhancement Fund.

Requires the station to achieve specific performance targets including 31 scientist FTE and 275 research publications in Plant Systems, 30 scientist FTE and 100 publications in Animal Systems, and 28 scientist FTE and 290 publications in Health and Sustainable Communities.

Allocates $150,000.00 for a hydrologist position and related expenses to be located in Stoneville, Mississippi.

Prohibits general funds from replacing federal or special funds used for salaries, and gives preference to Mississippi Industries for the Blind in competitive bidding.
