Appropriates $6,332,085.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes expenditure of $1,568,876.00 from special source funds collected by or available to the Forest and Wildlife Research Center for the same fiscal year.

Designates $253,005.00 of special source funds to be derived from the Education Enhancement Fund pursuant to Mississippi Code sections 27-65-75 and 27-67-31.

Allocates $250,000.00 of general funds for the Tupelo Furniture Market.

Requires general funds not be used to replace federal or special funds for salaries, and establishes that the agency's fiscal year 2017 budget request must match the format and detail of the fiscal year 2016 request.
