Appropriates $18,510,703.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operating the College of Veterinary Medicine at Mississippi State University for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes expenditure of $19,023,092.00 from special source funds collected by or available to the College of Veterinary Medicine for the same fiscal period.

Allocates $552,920.00 of the special source funds from the Education Enhancement Fund derived from specific Mississippi Code sections (27-65-75 and 27-67-31).

Establishes performance targets for fiscal year 2016 including 95% of DVM students passing the NAVLE exam, 95% graduate employment rates, $2,000,000 in research grants/contracts awarded, and specific diagnostic test and caseload metrics.

Takes effect July 1, 2015 and requires compliance with spending limitations and authorization procedures established by law.
