Appropriates $346,063,329.00 from the State General Fund and $23,974,023.00 from special funds to the Mississippi Department of Corrections for fiscal year 2016 (July 1, 2015 – June 30, 2016).

Allocates funds across multiple operations including Support ($166,335,953), Private Prisons ($70,742,866), Medical Services ($67,130,047), Regional Facilities ($46,336,749), Local Confinement ($15,755,533), Farming ($2,986,010), and Parole Board ($750,194).

Requires the Commissioner of Corrections to submit an application to participate in the Criminal Alien Program with U.S. Immigration and Customs Enforcement by September 1, 2015, before funds can be expended.

Establishes performance targets for fiscal year 2016 including inmate populations, program participation rates, and specific operational metrics for various facilities and services.

Authorizes the Commissioner to transfer spending authority between budgets up to 25% of authorized amounts and to amend, extend, or renew correctional facility lease agreements for up to 10 years.
