Appropriates $3,873,377.00 from the State General Fund and $27,426,716.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Authorizes 109 permanent full-time positions and 46 time-limited full-time positions for the agency.

Appropriates $663,780.00 in general funds and $452,094,439.00 in special/federal funds for disaster relief assistance programs including public assistance, individual and family grants, mitigation, and recovery efforts from named disasters.

Establishes performance targets for the agency including 3,500 incidents reported, 62 certified emergency-ready localities, 2-hour average response time, and $1,000,000 in non-disaster hazard mitigation funding.

Grants the Executive Director authority to transfer up to $500,000 between budget categories and requires notification of state support funding for all disasters to the Legislative Budget Office.
