Appropriates $8,332,982.00 from the State General Fund for Mississippi National Guard operating expenses for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Appropriates $136,413,461.00 from special funds including Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund.

Authorizes 858 permanent full-time positions and 27 time-limited full-time positions for the Mississippi National Guard.

Designates specific funding allocations: $1,960,686.00 for Youth Challenge Program, $639,037.00 for Armed Forces Military Museum, $300,000.00 for Sonny Montgomery Center for America's Veterans, and $10,000.00 for Youth Challenge Program uniforms.

Prohibits use of general funds to reimburse National Guard members for training-related costs and requires such expenses be paid from federal funds.
