Appropriates $78,407,286.00 from the State General Fund and $87,986,467.00 from the State Treasury to the Department of Public Safety for fiscal year 2016 (July 1, 2015 - June 30, 2016).

Allocates funds across nine divisions and offices including Mississippi Highway Safety Patrol ($88.5M), Crime Laboratories ($9.6M), Bureau of Narcotics ($14.2M), and others with detailed breakdowns for salaries, travel, contractual services, equipment, and capital outlay.

Authorizes 1,281 permanent full-time positions and 76 time-limited positions across all divisions of the Department of Public Safety.

Establishes performance targets for fiscal year 2016 including increased traffic citations (2.99%), decreased fatalities (14.40%), DUI arrests, driver's licenses issued (969,098), forensic cases analyzed (26,000), and drug enforcement arrests (1,800).

Permits the Commissioner to transfer up to $5,000,000 in special funds between divisions with prior written notification to the Governor, Lieutenant Governor, legislative leaders, and Legislative Budget Office.
